INTERIM RESULTS OF THE SOLID WASTE MANAGEMENT REFORM SUMMARIZED AT RUSSIAN ENVIRONMENTAL FORUM

The Russian Environmental Forum was held on October 12–13 on the SberUniversity Campus in Moscow Oblast. The event was organized by Russian Environmental Operator with the main speakers being Deputy Prime Minister Victoria Abramchenko, Head of the Ministry of Natural Resources and the Environment of the Russian Federation Alexander Kozlov, and CEO of Russian Environmental Operator Denis Butsaev.

The Forum was dedicated to implementing the soild waste management reform in regions, supporting territories for separate waste collection and processing, and new legal initiatives in the waste management industry.

"It seems to me we're moving fast enough. We could do more. This is why, together with the entire team and the Ministry of Natural Resources, we are focused on analyzing the support measures. You know that this year, we revisited the funding rules and now invest 6.2 billion rubles in the industry following the updated rules. We are going to revise some more measures of this kind. Speaking of the results, I can state that we have developed a federal waste management procedure. It allows supervising the whole country and comprises 1,300 monthly active users. Data are collected from each constituent entity of Russia. In fact, this is a large data system that doesn't allow building facilities where they are unnecessary and not economically viable—i. e., where such facilities wouldn't be loaded enough," said Deputy Prime Minister.

The solid waste management reform, supported by the Environment national project, was initiated in 2019. Among the key tasks are achieving separate waste collection, organizing waste treatment, addressing the problem of unallowed landfills, and reducing waste taken to landfills. The Waste Reform was introduced in 81 constituents, except for Moscow and Saint Petersburg. These two regions will start implementing the reform in 2022.

One of the challenges this reform faced was the lack of infrastructure (containers) for solid waste accumulation sites.
